The decision of 'wanting a bike' is pretty easy - the 'purchasing' of the bike you want, well, that can be a bit more complicated.
What is your goal? Is your goal to be able to just go on rides with other people and enjoy the outdoors, nothing too fancy or flashy, you just want to kick back, be comfortable and ride? Do you plan to just keep this bike for awhile, and then maybe upgrade later?
Or, is your goal to be fancy and flashy, to 'stick out' of the crowd? Is this your one and only 'dream' bike that you want to keep until the wheels fall off (pun, of course).
Whatever your goal is, you can always start with a basic model bike, the one that is the right size and shape, and go from there. You can start with your preferred model bike and add accessories as you can afford them.
The biggest key to purchasing anything is not to jump on the first one you see. It's hard not to when we are excited about a purchase, but the key really is to take it slow. Shop around. Research places on the internet, newspaper and other media sources. Don't limit yourself to just looking in your local area. A lot of retailers outside of your area, even across the border of the state you live in, may have an extremely competitive price with some great delivery breaks.
Also, when if financing is an option for you, banks out there are beating each other up for business right now, so don't go direct to your bank, sign your life away and walk out. Research is the key there as well - expand your horizons!!
DON'T buy more than you can afford. Nothing takes the excitement and fun away faster than being over our heads in debt. Buy smart. If your only option is a basic bike right now, get that and be debt-free or only have limited debt. Later on, as finances allow, you can add onto that bike or trade it in for something else if you choose. If you do finance, save up a little money first. A down payment of 10% or more can really reduce that payment, as well as give you a better interest rate and shorter term on your loan.
As you well know if you've ever purchased from retailers before, there are huge markups included in their prices most of the time. Granted, there is more security in many cases by purchasing from a retailer, but you do pay for those warm fuzzies you get from that secure feeling you walk away with when you do business with a retail shop. Don't discount people selling used bikes on places like auction sites or classified ads or even your local paper, just be very careful. "As is" can be very scary when you have no recourse from the seller, as in a personal sale like this. Do check out all of your options!!
